what's a cra?

Community Redevelopment Agencies (CRAs) were established through the Community Redevelopment Act in 1969.
They are responsible for:
  • Preparing redevelopment plans for designated areas
  • Implementing the plan through various means and funding sources such as tax increment financing (T.I.F.), grants, and updated land use regulations
The goal of all redevelopment agencies is the removal of blighted conditions as defined by state statutes so as to encourage the viable economic growth and sustainability of the community.

why a cra plan?

A CRA Plan serves as a roadmap to guide municipalities' redevelopment efforts and ensure that tax dollars are well spent on high priority items. CRA plans document existing conditions, community outreach and engagement efforts, project tax increment revenue, outline goals, objectives, and policies to guide the redevelopment agency.
